Visit the UserProfile page of the user you would like to add the skill to and you will see the Allocation Settings panel on the middle right of the page. click on Update Skills.
Add/Remove Skills
You will be presented with a modal of skills as below:
You can add multiple Skills by choosing the relevant Skill from the dropdown. To remove a skill simply click the trash can icon.
