Every user action is logged on SwiftCase. You can see the Task Log on a Task if you want to see activity at a Task level, but to see a Users activity you can go to the User Profile page
The User Log
Visit the UserProfile page of the user you would like to add the skill to and you will see the User Log panel on the middle of the page.
